| The Black History Month Founder's Commission is pleased to publish a selection of February 2003 Proclamations which were issued by Our Nation's Governors and Mayors to honour the 38th Anniversary of the Founding of the Black History Month Observance and the 5th Anniversary of the Founding of the International Black History Month Observance by Dr. Robert Starling Pritchard.
